. Say Good-Bye to the Federal Law Clerk Information System (FLCIS) On May 5, 2007, the tried and true FLCIS will be no more. FLCIS administrators have agreed to merge OSCAR and the FLCIS to introduce OSCAR Version 4, the exclusive universal method for clerkship vacancy postings. In the past, judges who posted their vacancies through OSCAR were required to adhere to the Federal Law Clerk Hiring Plan (FLCHP). FLCIS was the only on-line vacancy depository for judges who wished to opt-out of the FLCHP dates and deadlines. Once FLCIS is phased out however, where do non-FLCHP judges post? In my brief discussion with OSCAR administration, I was informed that Judges who elect not to participate in the FLCHP can still post their vacancy through OSCAR, but cannot utilize the system’s electronic application process. In short, non-FLCHP judges will post vacancies through OSCAR and instruct candidates to either mail or e-mail their applications directly to chambers. This will not affect Judges who elect to accept applications from graduates through OSCAR and wait until September 3, 2008 to view 3L applications.
